WHAT REMAINS BURIED AT DEIR EZ-ZOR?
The formal non-compliance case is closed. The physical record at Deir ez-Zor is not.

The International Atomic Energy Agency has formally closed its nearly two-decade investigation into Syria’s Assad-era nuclear non-compliance. But the end of the formal case should not be confused with the end of physical verification.
At Deir ez-Zor, Syrian authorities and IAEA inspectors are still examining what remains of the destroyed site. In August, IAEA Director General Rafael Grossi observed excavation. Inspectors also examined locations associated with fuel fabrication, fuel storage and planned reprocessing.
The intelligence question has therefore changed.
It is no longer simply whether Deir ez-Zor was a nuclear site. The evidence now establishes that it was.
The question is how complete the surviving record is—and how much of the former nuclear enterprise remains undiscovered.
THE SITE THAT WAS SUPPOSED TO DISAPPEAR
The Deir ez-Zor facility became publicly known after Israel destroyed it in 2007.
After the strike, Syrian authorities demolished and altered portions of the site, complicating later reconstruction. For years, the IAEA lacked the access necessary for a definitive physical examination.
That changed after the fall of Bashar al-Assad in late 2024. Syria’s new authorities opened previously inaccessible locations to IAEA inspectors, permitting excavation and verification.
The result is significant: previously buried cooling infrastructure at Deir ez-Zor is consistent with a nuclear reactor.
The physical record is therefore beginning to answer questions that could not be resolved from photographs, intelligence reporting and remote analysis alone.
WHAT THE IAEA HAS FOUND
The emerging picture is larger than a single reactor.
The IAEA has identified several locations functionally associated with the Deir ez-Zor project, including facilities associated with conversion and/or nuclear-fuel fabrication, fuel storage, construction-material storage and planned reprocessing activities.
The IAEA also confirmed that fuel for the reactor was manufactured in Syria.
That matters because the former effort involved supporting elements of a nuclear fuel cycle—not simply construction of a reactor structure.
For intelligence analysts, each associated location potentially provides another piece of the program’s architecture.
THE 73-TONNE CLUE
The most consequential recent material discovery did not occur inside the reactor ruins.
Syria disclosed another previously undeclared location containing approximately 73 metric tons of natural uranium metal. About 55 tons were in the form of fuel rods; the remainder consisted of uranium scrap and waste according to the IAEA-related reporting. The material is now subject to IAEA safeguards and surveillance.
The uranium is not weapons-grade.
Its importance is evidentiary and safeguards-related. It demonstrates that a substantial nuclear-material inventory associated with Syria’s undeclared nuclear history survived outside the original reactor site.
That raises a legitimate intelligence question:
If a major nuclear-material inventory remained undisclosed, what else might still be missing from the historical record?
That is a question for verification—not an assertion that additional material exists.
WHAT COULD STILL BE BURIED?
The answer may fall into several categories, and each would carry a different intelligence value.
1. ADDITIONAL NUCLEAR MATERIAL
The first question is material accountancy. Is all nuclear material associated with the former program now identified and controlled?
The 73-tonne discovery demonstrates the value of renewed access. Any additional material would be important not simply because of its quantity, but because its location, form and history could help reconstruct the former program.
2. REACTOR COMPONENTS AND STRUCTURES
Excavation could reveal additional reactor structures, piping, cooling systems, equipment foundations or other components.
Such evidence could help determine how far construction had progressed before the 2007 strike and clarify the reactor’s actual configuration.
3. FUEL-CYCLE EQUIPMENT
The fuel-fabrication question may ultimately be as important as the reactor itself.
Equipment used for conversion, fuel manufacture, handling or storage could establish the sophistication and practical scope of the former program.
4. EVIDENCE OF PLANNED REPROCESSING
The IAEA has identified a location associated with planned reprocessing activities.
But planned reprocessing is not completed reprocessing. The public evidence does not establish that Syria operated a functioning plutonium-reprocessing capability there. The unresolved question is how far the program had progressed toward that capability.
5. DOCUMENTS, RECORDS AND PEOPLE
Physical evidence is only part of the reconstruction.
Procurement records, engineering documents, photographs, shipping records and testimony from former personnel could help establish who supplied equipment, where components originated, who designed the facility and how the project was organized.
In some cases, a missing record may be as significant as a recovered component.
THE NORTH KOREA QUESTION
The Deir ez-Zor reactor’s technical characteristics have long been associated with the reactor at North Korea’s Yongbyon complex.
The latest IAEA findings strengthen the assessment that the Syrian facility was not an ordinary civilian power reactor. Grossi said its configuration was highly efficient for producing fissile material that could potentially be used in nuclear weapons, while cautioning that reactor configuration alone does not establish the intentions of the former Syrian authorities.
The intelligence question is therefore narrower and more useful:
What was the scope of any North Korean technical involvement, and what technology, equipment or expertise moved between the two countries?
The public evidence remains incomplete.
THE MOST IMPORTANT UNKNOWN
The central unresolved issue is not whether Syria had a reactor. It is whether investigators can now establish a sufficiently complete accounting of the former nuclear enterprise.
The IAEA Board of Governors unanimously adopted a September 9 resolution terminating the provisions of the 2011 non-compliance decision while calling for continued cooperation and updates on ongoing activities.
That creates the defining tension in the current file:
The diplomatic investigation is ending while physical verification continues.
The formal case can be closed without every piece of concrete, every document, every component or every item of nuclear material having been recovered.
That is why Deir ez-Zor remains an intelligence problem.
WHAT THE EXCAVATION COULD TELL US
Every recovered item can answer a different question.
- Structures can establish what was actually built.
- Reactor components can reveal design and construction progress.
- Fuel-cycle equipment can show the sophistication of supporting activities.
- Environmental samples can identify traces of nuclear activity.
- Documents and records can reveal procurement, financing and foreign connections.
- Missing equipment can become evidence if investigators can establish where it went.
The investigation is therefore not simply archaeological.
It is nuclear forensics.

JAFAJ JUDGMENT
- The IAEA has closed the Assad-era nuclear case. It has not erased the physical evidence.
- Deir ez-Zor remains important because the historical record is still being reconstructed.
- The next discovery may not reopen the formal non-compliance case. But it could materially change the understanding of what Syria attempted to build, how far the project progressed, and how extensive its foreign connections were.
- The central intelligence question has therefore evolved:

The answer is becoming clearer.
