Why Syria’s Nuclear Problem Is Different From Iran’s

WHY SYRIA’S NUCLEAR PROBLEM IS DIFFERENT FROM IRAN’S

The temptation is to put Syria and Iran into the same nuclear category. Both have faced accusations of undeclared nuclear activity. Both have complicated relationships with the International Atomic Energy Agency. Both have generated Israeli security concerns. And both have forced the Middle East to confront the possibility that a state could move toward a nuclear-weapons capability while insisting that its activities are peaceful.

 

But that comparison, while understandable, is increasingly misleading.

 

Syria and Iran represent two fundamentally different nuclear problems. The difference is not simply the size of their programs. It is the nature of the programs, the degree of development, the political context, the status of nuclear material, and—perhaps most importantly—what their governments are doing now.

 

SYRIA IS PRIMARILY A HISTORICAL RECONSTRUCTION PROBLEM.  IRAN IS AN ACTIVE NUCLEAR-CONTROL PROBLEM.

 

That distinction should shape how policymakers, analysts and the international community respond to the two cases.

SYRIA: A SECRET PROJECT THAT WAS DESTROYED

The Syrian case centers on the Deir ez-Zor facility built under Bashar al-Assad.

 

The IAEA now says the facility was very likely a nuclear reactor and that its configuration was capable of efficiently producing fissile material potentially usable for nuclear weapons. The reactor was destroyed by Israel in 2007 before it became operational. Syria also failed to declare relevant nuclear facilities, material and activities.

 

That is a serious proliferation story. But it is not the same as saying Syria had an operational nuclear-weapons program.

 

The available evidence does not establish that Syria possessed a nuclear weapon, completed a weapons program, or made a final political decision to build one. Even the IAEA’s current assessment leaves the question of Assad-era intent unresolved.

 

And there is another decisive difference: the reactor is gone.

 

That changes the strategic equation. The physical facility that generated the greatest proliferation concern was destroyed nearly two decades ago. What remains is evidence, nuclear material, records, infrastructure, and unanswered questions about the scale of the former enterprise.

 

The discovery of approximately 73 metric tons of natural uranium metal is important precisely because it helps investigators reconstruct that past. The material is under IAEA safeguards and is not weapons-grade.

 

Syria therefore presents a nuclear-intelligence problem centered on reconstruction: What did Assad’s Syria actually build, how far did it get, who helped it, and what remains undiscovered?

IRAN: THE PROGRAM IS THE PROBLEM

Iran’s nuclear challenge is much more immediate. Iran has operated a substantial declared nuclear infrastructure involving uranium enrichment, centrifuges and nuclear material. Before the 2025 attacks on its nuclear facilities, the IAEA estimated that Iran possessed 440.9 kilograms of uranium enriched to up to 60 percent U-235. The Agency has subsequently been unable to verify the status and whereabouts of significant quantities of that material.

 

That is a different type of proliferation concern. Iran does not merely have a historical reactor that investigators are trying to understand. Iran has had—and according to the latest reporting, may still possess—material, infrastructure and technical knowledge associated with an advanced enrichment program.

 

The central question is therefore not simply, What did Iran build? It is: What nuclear capabilities and nuclear material does Iran possess today, where are they, and what can international inspectors verify?

 

That is a much harder problem. The latest IAEA reporting says it cannot verify the status of Iran’s affected nuclear facilities or associated nuclear material and cannot establish whether enrichment-related activities have been suspended.

 

Iran’s problem is therefore not merely what was built. It is the continuing uncertainty surrounding an advanced nuclear capability and the material associated with it.

THE MOST IMPORTANT DIFFERENCE: TIME

Syria’s nuclear story is largely moving backward through history. Iran’s nuclear story is moving forward through capability.

 

Syria is allowing inspectors to investigate the past. Iran remains the case in which inspectors are struggling to establish the present condition of the program.

 

That contrast is clear in the IAEA’s experience with the two countries. In Syria, the new government provided access, disclosed previously undeclared material and permitted verification. The IAEA subsequently concluded that its outstanding questions concerning the old Syrian safeguards case had been resolved, and on September 9, 2026, the Board of Governors unanimously terminated the provisions of its 2011 non-compliance decision.

 

Iran has gone in the opposite direction. The IAEA has been unable to restore full verification of Iran’s affected nuclear facilities and material and has warned that it cannot verify the status of important elements of Iran’s nuclear activities.

 

SYRIA IS A QUESTION OF RECONSTRUCTING THE PAST.  IRAN IS A QUESTION OF VERIFYING THE PRESENT.

SYRIA’S BIGGEST NUCLEAR ASSET MAY BE TRANSPARENCY

There is an irony here. The country with the more troubling historical revelation is currently taking the more constructive institutional approach.

 

The post-Assad Syrian government has effectively said: Come look. That does not erase what the Assad government did. It allows the international community to establish what actually happened.

 

That is why the IAEA has been able to examine Deir ez-Zor, investigate associated sites, verify the uranium inventory and resolve questions that had remained open for years.

 

Syria’s nuclear problem can therefore become manageable if Damascus maintains this approach.

 

DISCLOSURE  →  ACCESS  →  VERIFICATION  →  CONFIDENCE  →  COOPERATION

 

That sequence is potentially transformative for a country emerging from authoritarian rule and war.

IRAN’S PROBLEM IS NOT SIMPLY TRUST

It is tempting to reduce the Iranian dispute to whether the international community trusts Tehran. That is too simplistic. The problem is verification.

 

In nuclear safeguards, governments do not earn confidence merely by making political promises. Inspectors need to know where nuclear material is, what facilities exist, what equipment is operating, what activities are occurring and whether declared information corresponds with physical reality.

 

That is where Iran’s situation has become so difficult. The IAEA currently lacks sufficient access and information to establish the status of important elements of Iran’s nuclear program.

 

The distinction can be reduced to five elements: enrichment capability, nuclear material, supporting infrastructure, technical knowledge, and verification gaps. Taken together, these create a substantially different strategic problem from a destroyed Syrian reactor.

 

A hidden Syrian reactor that was destroyed in 2007 can be excavated. An unknown quantity of enriched uranium associated with an incompletely verified nuclear system is much harder to solve.

SYRIA HAS A DIFFERENT POLITICAL OPPORTUNITY

Syria has the opportunity to make its nuclear future different from its nuclear past.

 

The Assad government treated nuclear activity as something to conceal. The post-Assad government has an opportunity to make transparency part of its legitimacy.

 

That does not mean Syria should be rewarded simply for cooperating. It means cooperation creates a pathway toward legitimate civilian nuclear activity—medicine, agriculture, research, energy and other peaceful applications—if Damascus continues to meet its safeguards obligations.

 

Iran faces a much more difficult starting point because it already has a large and technically sophisticated nuclear infrastructure, a long history of confrontation over enrichment and unresolved questions concerning nuclear material.

WHY THE DISTINCTION MATTERS FOR POLICY

Treating Syria and Iran as equivalent risks producing the wrong policy for both.

 

Syria requires continued verification, historical reconstruction, secure accounting of inherited nuclear material and strong incentives for Damascus to remain transparent. The objective should be to finish reconstructing the Assad-era record while preventing the creation of a new proliferation problem.

 

Iran requires a more demanding strategy centered on restoring verifiable knowledge of nuclear material, facilities and activities. The central policy objective is not simply to understand Iran’s nuclear history; it is to establish what exists now and whether the international community can verify it.

 

Different nuclear problems require different policy instruments. Syria should be judged primarily by the completeness and durability of its transparency. Iran must be judged by whether its nuclear capabilities and material can be reliably accounted for and verified.

BUT SYRIA SHOULD NOT GET A FREE PASS

This distinction should not become an excuse for complacency.

 

Syria’s historical program was serious. The Deir ez-Zor reactor was not a harmless research experiment. The IAEA’s assessment that it was configured for efficient fissile-material production makes that clear.

 

The 73 tonnes of natural uranium also matter. The question is not whether that material is currently weapons-grade. It is not. The question is whether Syria can demonstrate a complete accounting of its nuclear history and maintain credible safeguards over everything that remains.

 

That is why continued excavation and verification at Deir ez-Zor matter. The formal investigation may be over. The historical record is not necessarily complete.

THE REAL LESSON FOR THE MIDDLE EAST

The Syrian and Iranian cases illustrate two different stages of the nuclear-proliferation problem.

 

Syria represents the danger of what can be secretly constructed. Iran represents the danger of what can be accumulated, maintained and potentially expanded.

 

Syria’s lesson is that a state can conceal a strategically significant nuclear project for years. Iran’s lesson is that once a state develops sophisticated nuclear infrastructure and accumulates substantial nuclear material, reversing or even verifying that capability becomes vastly more difficult.

 

That is why the two cases should not be treated as interchangeable.

MY VIEW

The most important mistake would be to use Syria as proof that every Middle Eastern nuclear problem can be solved the Syrian way. It cannot.

 

Syria’s current trajectory became possible because several extraordinary circumstances converged: the Assad government disappeared, the successor government chose cooperation, inspectors gained access, physical evidence could be examined, and the central reactor had already been destroyed.

 

Iran does not present that same set of circumstances.

 

But Syria demonstrates something important nonetheless: transparency works. When a government provides access, discloses material, permits verification and accepts safeguards, an apparently permanent nuclear confrontation can begin to move toward resolution.

 

The IAEA has now drawn a line under the Assad-era nuclear case. Iran, by contrast, remains under intense scrutiny because the international community still cannot adequately verify the status of important nuclear material and facilities.

 

So, the Syrian lesson is not that Iran should be treated like Syria. The lesson is almost the opposite.

 

Syria shows what can happen when a nuclear file moves from secrecy toward verification. Iran shows what happens when verification remains incomplete.

 

THE NUCLEAR PROBLEM IS NOT JUST WHAT A COUNTRY CAN BUILD.
IT IS WHETHER THE WORLD CAN VERIFY WHAT THAT COUNTRY HAS BUILT.

 

For Syria, that question is increasingly being answered. For Iran, it remains unresolved.
